Hey, I've been very depressed lately. I got unscouted in Newgrounds two times. So I feel very discouraged and afraid. I am afraid of submitting new art! I don't want people to lose their scouting ability because of me! I don't want to be scouted anymore! I quit on making art. I give up. Sorry for all the things I've done.

Don´t quit: Improve and then come back. And/or be more selective on what you mark as public work - you do have some scout-worthy art IMO, but you also have some that´s not.

You shouldnt use getting descouted as a deterent, if anything it should be a motivator to make more and better work. Maybe change your style up and strive for better stuff.
As far as causing others to lose their abilities, very few people will lose they scouting capabilities over a single poor scout. They typically have multiple ones or have been known to scout poorly. So I doubt you single handedly caused anyone to lose their scouting ability.

if the NG office unscouted you, you shouldn´t be sad, that´s doesn´t means your art it´s bad, that means you should do the same thing you did the last time, remember?

if you are afraid of what will happen with the other people scout ability, you shouldn´t because they are taking that risk
if I could, I would scout you, every time you could need it
and if I lose my scout ability, I would try to hack the site to scout you again
